The beating was way out of line, but it's also really stupid to kick your shoe off at a cop, given the reputation some of them are known to have against people in custody. I bet she won't make that dumb mistake again.

cop needs to be fired, though, the both of them!
This cop should be in jail. Obviously has impulse control issues. Someone in authority must be able to control their reactions.
